LA has dirty air due to being in a valley that is next to the ocean so the mountains stop airflows inland.  All oceans send regular winds landward during the daylight hours!  Cold fronts and storm fronts can come from other directions but generally, daily breezes are from ocean to inland.  So fumes from vehicles stays in the LA basin most of the time.  It makes sense to have less polluting vehicles in this case.  Doing this is mostly flat Kansas is ridiculous.  But the entire country is going to be put on this regime by Democrats which makes zero sense.
